Hal grew up in Atlanta and Mt. Lebanon, PA, a suburb of Pittsburgh. He received his A.B. degree from The University of North Carolina at Chapel Hill, then earned his J.D. from the Emory University School of Law.
Hal has over forty years of experience in construction law and litigation, complex commercial/business law and litigation, and real estate law and litigation including ad valorem tax appeals and title claims. Additionally, he has a very active practice in alternative dispute resolution.
Hal's construction law practice involves advising and representing clients in all phases of development and construction from project design through dispute resolution regarding all types of projects, including commercial high-rise office buildings, hospitals and medical office buildings, regional malls and shopping centers, heavy and highway construction, bridge construction, federal government construction and contracting, mass transit construction, condominiums, apartments and dormitories, hotels, industrial and manufacturing plants, fuel storage facilities, parking decks, churches, stadiums and schools and universities. He regularly represents owners, developers, design professionals (architects, engineers, interior designers and landscape architects), general contractors, program and construction managers, subcontractors, sureties, insurers, suppliers and materialmen.
Hal is a Fellow of the American College of Construction Lawyers and was named the Best Lawyers® 2019 and 2025 Construction “Lawyer of the Year” in Atlanta.
Hal is engaged in alternative dispute resolution as both an arbitrator and mediator. He has served as a neutral arbitrator for over thirty-five years. During that time, he has served in over 300 construction, commercial, real estate and environmental cases as a single arbitrator, panel member or panel chair. He has also served as a construction, real estate and commercial mediator for over twenty years and has mediated hundreds of disputes. Hal has also served as a court-appointed Special Master and Auditor, and a construction project neutral and evaluator.
Hal is a member of the American Arbitration Association's Construction Mega-Project, Construction/Real Estate/Environmental, Commercial, and Large and Complex Case Panels of Arbitrators, and has been selected as a member of the Master Mediator Panel of Mediation.org, the American Arbitration Association's mediation division. He is also a member of the Arbitration and Mediation Panels of the International Centre for Dispute Resolution, and the Roster of Distinguished Neutrals of the International Institute for Conflict Prevention and Resolution serving as both a Mediator and Arbitrator on its Construction, Insurance and Insurance Policyholder Panels. He has also been certified as a Mediator by the International Mediation Institute. Hal has been appointed by the Supreme Court of Georgia to the Georgia Commission on Dispute Resolution.
Hal was recently awarded the Chief Justice Harold G. Clarke Award by the Georgia Supreme Court Commission on Dispute Resolution and the State Bar of Georgia Dispute Resolution Section for his Outstanding Contributions to Dispute Resolution in Georgia.
He is a Past President and a Fellow of the College of Commercial Arbitrators. He is also a Fellow of the American College of Civil Trial Mediators, a Past President and Fellow of the Georgia Arbitrators' Forum, and a Fellow of the Georgia Academy of Mediators and Arbitrators and the National Academy of Distinguished Neutrals. Hal has been recognized on multiple occasions as one of Georgia's "Top 100 Lawyers" by Atlanta Magazine. He is one of only two lawyers recognized as a "Georgia Super Lawyer" in both Construction Litigation and Alternative Dispute Resolution by Atlanta Magazine and is listed in "The Best Lawyers in America" for Construction Law. He is a registered Mediator and Arbitrator with the Georgia Office of Dispute Resolution.
Hal is a Past Chair of the Atlanta Bar Association Construction Law Section, a Past Chair of the Atlanta Bar Association Dispute Resolution Section, and a Past Chair of the State Bar of Georgia Dispute Resolution Section. Hal has served on several occasions as the Chair of the Georgia State Bar's Annual Arbitration Institute and as Chair of the State Bar's Annual ADR Institute and Neutrals' Conference in Atlanta. He is a member of the Atlanta International Arbitration Society and serves on its International Mediation Committee.
A member of the Lawyers Club of Atlanta, having served on its Executive Committee and as its President, Hal has also served as a Trustee and as Chairman of the Atlanta Lawyers Foundation, and is a member of The Advocates Club. He is a Fellow of the American Bar Foundation and a Founding Donor of the AAA/ICDR Foundation.
Hal is the author of numerous published works on construction and alternative dispute resolution topics. He often lectures both legal and industry professional groups on construction law and ADR matters of interest.
Hal and his wife Mayme have three grown children. Hal enjoys playing Blues and Rock guitar, and he and Mayme are enjoying once again picking up golf. They reside in the north Fulton County suburb of Roswell.
